To the best of my knowledge yes, if equipped with approved tires. Nothing is over weight or size restrictions. But with a dual rear axle it might require a special drivers license.

They are allowed on Canadian roads, if operated by Canadian Forces personnel. I think it would be a bigger challenge finding a place to buy one than to make it road-worthy
